I venture to address you upon the subject of a Bill proposed to be passed by the Governor of Hong Kong to suppress the administration and injection of Morphia by unqualified persons.

I enclose a print of this Bill and would ask your Lordship to consider the effect which it will have upon the population if it passes into law.

I am the only son of the late D. J. Collis Browne, who was a Medical Officer in Her Majesty's Army for many years, and who, whilst with his Regiment in India, invented a preparation which he called "Chlorodyne", and which has, during the last 40 years, proved of inestimable benefit if administered to persons suffering from cholera, dysentery, or diarrhœa.

The medicine has had an enormous sale, and the enclosed extracts from the very many Certificates which I hold will show you that those best competent to form an opinion upon the subject consider the medicine invaluable as a remedy for the complaints to which I have referred.
